Hi Dan.

Is this a Harris RF-590 ? I am not familiar with an Harris RX.. series ?

If RF-590 and receive sensitivity diminishes with higher frequency,
I would personally check the IF stages, especially the Mixers starting
from the last IF stage Mixer.

I have seen many receivers with damaged Mixers performing in a similar manner. Usually due to Lightning damage ( in general first Mixer ).

Assuming that your signal generator has a clean and low Phase Noise signal, then it may be a good idea to check the signal chain from the antenna input thru all IF stages. It is also good to make sure the signal generator has a clean signal you can use for this purpose.

Good luck.
