Dan,

You can check the BIS WEB site and go through the process if you want to
ship outside the US. I have European buyers who want WJ gear. Some equipment
can be exported without a license, some require a license, and some cannot
be shipped to embargoed countries (i.e.: Cuba). It's up to the seller to
determine compliance:

It is a PIA but it might be worth the effort. In general items like
microwave gear, standalone real-time signal capture devices, and burst
transmitters are restricted. You can ask Cubic for the ECCN or check on your
own.

General Rule: If your in doubt don't export! Enforcement ranges from just a
slap to fines and jail.
