I haven't got a manual for my 3030A either, hint:-), but do have some  of the 
3031A manual in pdf format.
I say "some" as I traded this online and it arrived as a jumble of jpegs  and 
with quite a few pages missing.
 
Most of section 5, "maintenance", is missing, and possibly a few  schematics 
or pcb layouts, but most schematics seem to be there plus  circuit description 
etc.
So, no calibration info but still just under 120 pages and enough to help  
with fault finding and repair.
 
Other than the tuning/display section and the scanning module on the 3031A,  
as opposed to the thumbwheels on the 3030A, the two receivers look to be  
identical.
 
I can email this, it's around 6.5Mb, so just let me know if you'd like a  
copy and let me have an email address you know will accept that attachment  size.
