[Premium-Rx] ScanStar Support for 8716 and 8718 added

FYI: ScanStar has a new version of Spectrum SentryNet available (see
attached). People who have tested it report it to be awesome and it now
works with the NI 488.2 PCI cards. It does everything I need plus remote
site control. Radios supported now include the 8716 and 8718.

Two clear options for WJ control:
a. LabView and your own code
b. Spectrum SentryNet

Both options have advantages. The price tags for the software are similar.

Yes, the 8716/18 are supported.

We have tested using the ICS Electronics USB to 488 box, but I am told that
the NI should work as well.
