As to local listening, I could be wrong on this, but I believe that France
is extremely restrictive about what its citizens (and visitors) can monitor.
I would strongly suggest you contact their embassy to find out, lest you
experience confiscation of your equipment (or worse). Can't help you with
surplus shopping, altho I would imagine the customs, fees, duties, etc.,
culd become quite involved and costly.
