The buyer of an 8716 from these folks has posted positive feedback and says
it works, but that, of course, doesn't say anything about the others.
Personally, I would have a hard time gambling $ 750 + shipping with a seller
who doesn't have any PayPal buyer protection offered, and can't even do the
most rudimentary of tests.

These receivers are evidently from a recent Government Liquidation auction.
Based on recent GL sales price statistics, the seller isn't making much
money at the minimum bid level.  It's pretty common to see premium receivers
(which are fairly rare there, by the way) go for more money through GL than
they do on eBay.  For example, an as-is, where-is early serial number Harris
590 closing at $ 1300, which was probably a refugee from the "leave that
pallet in the weather for a year first" system.
