Click on the Security Center link at the bottom of your My eBay page, and
it'll take you to the magic "Report a problem" page. I keep an eye on the
T&M equipment categories, and often use that page two or three times a week.
I have been reporting each fraudulent listing via both "Fraud concerns for
buyers -> Report a listing you think is fraudulent" (which allows you to
enter only the auction #) and "Problems with sellers -> The problem you're
having with your seller isn't listed", which allows you to enter details
about what makes a given listing suspicious. Seems pretty effective...
usually takes 12-24 hours to get a fraudulent listing shut down.
Supposedly they are going to be adding a "Report problem with auction"
button to each listing at some point. That'll be nice, but it'll also make
it easy for unethical competitors to flood eBay with bogus reports.
Unfortunately, the only real "law" on eBay is the Law of Unintended
Consequences. When they fix one thing, it usually breaks something else.
