Happy and Prosperous New Year.

A comment on out-of-country shipments:

Just as important as determining that it is OK to export, is to produce 
the proper documentation conveying same.

A few months ago, I sent a small ROV to the Middle East; recipient was 
from a third country. Took several hours to generate documentation which 
satisfied my govt as well as the shipper; UPS. The fact that this was 
gear for relatively shallow water (<1000 feet) simplified things.  
Shipment was held for a couple of days in Phila, of all places; before 
resuming.

Outbound inspections are being performed; FB with me. Buyer should 
understand that this paperwork is somewhat more involved than writing 
"gift" on the douanes form; seller may be unfamiliar our require assistance.

To be clear, having met Rich, I am sure his info is correct. As Gary 
alluded to though, the people doing the inspections may have less 
technical knowledge than the user and may get excited by certain phrases 
or nomenclature.
