You really have to be careful with radio equipment.
 
I've had this issue with some receivers at work.  If they have the
nomenclature "satellite telemetry receiver", then they can have
limitations even though a comparable receiver with the nomenclature
"communications receiver" may not have limitations.  Rich is right, you
have to carefully check on a model by model basis.
 
It is your responsibility (not the manufacturer or distributor) to make
sure that you don't violate the ITAR guidelines.  A couple of times we
have had vendors tell us that it was okay to ship a unit out of the US;
upon careful examination we deduced otherwise.  It's also gone the other
way; in one case our in-house lawyer/ITAR expert said that something was
restricted when in reality it wasn't.
 
The classification ambiguity along with the severe penalty for making a
mistake are why I have given up trying to ship exotic electronics out of
the country.  
 
This case seems pretty clear.  Good job Rich!

	I checked today with the VP of the Division that manufactures
these items.
	 
	The TCI/BR and TCI series 8074, 8172, 8173, and 8174 MONITOR
RECEIVERS have no US Government shipping restrictions or limitations
assigned to them or associated hardware, firmware, and software.
	 
	The TCI/BR and TCI series 8400, 8412, and 8074 DIRECTION FINDER
and CHIRPSOUNDER RECEIVERS do have US Governmant shipping restrictions
or limitations assigned to them and associated hardware, firmware, and
software.
