I can't help you with the interconnection to the 1310; however, for connection to the RF-131 Harris recommends a 6 dB pad between the RF-131 J23 exciter RF output and the RF-551A J1 RF input.  Also they recommend that the A9R1 limiter potentiometer in the RF-551A be adjusted fully counterclockwise.
 
You asked if the RF-551A improves reception.  Everyone in our ham radio field day group owns an RF-551A and uses it for field day.  We did an experiment to see how well they work.  We put a 40m receive antenna and a 20m transmit antenna about 20 feet apart.  When transmitting 1500 Watts on 20m there was no noticeable effect on the 40m receiver.  Amazing.  On 80m you can have two stations working CW and SSB in close proximity.
 
On the downside, the noise figure isn't close to that of modern solid state gear.  As a result, when working 10m or 15m (as long as no interference from lower bands is present) we bypass the RF-551As.

I have a Harris receiver RF-590. I've wired a Harris RF-551A Preselector
to automatically track the frequency setting of the receiver*. I've also
got a Harris 1310 exciter. I'd like to wire a second RF-551A to the
Exciter as a post selector, tracking frequency. Does anyone have
a wiring diagram or instructions to do this?

*Does it improve reception? I don't know; I did it because I
had the gear, and because I could... The RF-551 is such an
impressive chunk of gear. It's in a Hamshack with
other transmitters and lots of RF floating around...
