I missed one item that Mikea pointed out if you're trying to access low 
earth satellite and yes there is a frequency in that band that was/is? used 
then AFC would definitely have been needed to track the frequency shift due 
to the doppler effect due to a low earth orbit satellite - 
noise/interference would not have been a problem.
