I'm not familiar with this particular multicoupler but, in the  muticoupler 
section itself, there will always be losses, proportionate to the  number of 
stages.
This is why practical designs usually carry an amplifier ahead of the  
splitter section.
If all outputs are similar but seeming low I'd check the amp first, I'm  
assuming there is an amp in this unit?, and also check that it isn't  bypassed.
I have two similar Redifon multicoupler units, both amplified, but one has  
been factory modified so that the amp can be bypassed and this isn't 
immediately  obvious.
