Maybe not a bad synth! Mine had the same problem. The BCD lines had some
shorts in them and was not counting in BCD correctly as some bits were held
low. It was the ribbon cable on the bottom of the card that was impaled by
the card edge connector.
I got my manual a year or so ago from Fair radio.

Hi Gurus,
I've got an 8618B (6800 micro) with a bad synthesizer. It course tunes OK
but has a lot of dead spots (wrong output freq) when I slowly scroll through
frequencies. Can anyone help me out with a schematic scan of the synth and
micro interface? Thanks in advance for any help.
