Many thanks to all who responded with encouragement and information, but a 
SPECIAL thanks to Marco, I0YAZ who not only sent along some schematics and a 
block diagram, but ZEROED RIGHT IN ON THE PROBLEM!!  The 11.155 MHz 
oscillator was dead - tweaking the variable cap in shunt with the crystal 
got it going, but the radio was still dead.  Examining the underside 
revealed that the wire carrying the 11.155 MHz signal was plugged into the 
wrong set of pins.
