[Premium-Rx] WJ-8618B remote control program

I threw together a Windows remote control program for my WJ-8618B and if
anyone is interested I'll put something together so you can run it. I
developed it in National Instruments LabView 6. The control is via GPIB,
it's also for the EM version.

It's really not a full remote control program but more for enhancing memory
scanning. It's also not very well refined but it works (for me at least)

A few things it will do:
Program memories from a .csv type file
Display a Alpha Numeric memory tag for a freq hit from a Lookup file.
Adds a variable delay for scanning memories.
Tags freq and alpha tag to RecAll Pro sound recorder program so on playback
you have all the info.
Send all the memory hit info to a file.
