The tuning rate behavior you noted is correct:
"fast" rate is 1 KHz per step, "slow" rate is 30 Hz per step,
and "no rate displayed" is 1 Hz per step.
My receiver also was unable to be silenced with the AF gain control.
(the pot wiper when at the end stop was not at "zero" Ohms).
I replaced the (really cheap) original pot with a 10K audio taper Allen
Bradley
with good luck. I noticed in mine that someone had replaced
the rf choke near the pot (which is banded like a resistor) with a resistor.
I've seen the mil spec remote control connector for the Racal go for
around $40
on eBay.
