For what it's worth, I have several 16 KHz filters here, and my receivers
report them ALL at 18 to
20 KHz. 

I suspect that the filters are OK, but that the BITE test gets a little bit
inaccurate at it's extremes. I have a similar problem with very narrow
filters (less than 200 Hz) being misreported re. thier marked bandwidth.

I haven't actually tried sweeping the IF with the questionable filters in
place to find out the
truth, but the misreporting holds consistent with several filters tried in
three different
RA6790/GMs and an RA6793.

It's not a real big problem for me; filters at the extremes don't get that
much use here. All
I do is manually enter the "correct" bandwidths into the receiver's
programming.
