[Premium-Rx] R3030 front panel interface module

Hi,
I have come across a couple front panel interface modules that light
multiple displays
at the wrong time so they flicker wrong information. One does it for a
couple minutes
just after it is turned on then works fine. I suspect the 74HC138 decoder is
generating
extra strobes filling latches with bogus data. I notice there are not very
many bypass
caps in that module and provisional pads for electrolytic caps. I wonder if
anyone else
noticed this effect. There isn't much of a ground system on that board
either so suspect
this an emi problem. I'm thinking of tacking a .1 UF across the 74HC138 VCC
and ground pins for starter. Anybody else notice this or am I just lucky?
