The $600/whatever toilet seat publicity was much-ado-about nothing. Before 
they started using 'black', closed-door-budgeting, certain well-known but 
highly secret aircraft never appeared anywhere in a budget. They were 
largely designed and constructed through intentional cost-overruns. The 
SR-71 was one of these aircraft-as I expect the U-2 was.
