Saving money and government.... nowere in the world these two categories
see one another, neither in Nigeria
 nor in Germany nor in USA. The governments
are good at spending, not saving money. 

Every government agency "saves" technology money with only one purpose in mind: to spend it for administration. That is the reality of  life.
I have seen Yeasu handheld with disabled switch-off timer serving as a tactical repeater for surveillance at one German three letter agency.
Once upon a time it exploded in a restaurant at Hyatt Hotel in Berlin...
I also could tell a similar story where their partners in USA involved.

On a serious note I did not say using commercial and even consummer
grade products was bad. Some consummer gear can really do the job
for much lees on the price tag. But professional attitude at
choosing and integrating this technology is a must.
