The FCC official referred to ground based stations which were networked via 
VPN or a true private net.  They monitored the remotes from Washington. 
There was no mention of satellites.

Does anyone remember the talk show late Sunday nights on 3120 (don't 
remember?)... a couple of hams who interviewed people and fielded phone 
calls?  That's where I heard the interview.
