You might be interested to know the NOSS satellites (the orbital
part of this system) are regularly tracked by amateur astronomers and
the orbital elements kept up to data (though because they are
classified, these are not published by the US government at all - only
private groups).
So you could look up them up on a site like heavansabove.com
and only radiate that improper rf when they weren't overhead <:...
(But be warned there are many other assets flying around)...
