[Premium-Rx] WJ-8718 Tuning Problem

I have repaired two WJ-8718s with tuning anomalies.  If it occurs exactly 
as you go from 9,999.99 MHz to 10,000.00 MHz all the time, I'd start by 
using a scope or DMM (or logic analyzer if you have one) to get the binary 
code being sent to the synthesizer from the driving latch.  Both units I 
have repaired had a bad latch that did not send the code properly.
