Had a somewhat similar experience with a 8618, do you have a O'scope, manual
and card extenders? Start looking at the BCD IC's in the tuning section, see
if all sections count binarily correctly.

The 8618 did not and it was not on a card! Ended up being one of the ribbon
cables was pierced by a pin on a card slot and was a permanent 0 on one of
the BCD lines. Probably would not have found it with the scope and manual
(you could get by with a volt meter if you had to).

I acquired another WJ-8718 (the price was right) and to my dismay it has a
strange anomaly.  I can tune the radio normally but when it hits 10 MHz it
resets the radio back to 00.000 and then I can tune it again up to 10 MHz
and it will do the same thing.  If I tune it fast up to 10 MHz instead of
resetting back to 00.000 it jumps to 29.XXXX.  Go figure!
 
Must be something in the counter chain so I wonder if anyone else has seen a
similar problem.  I cleaned all of the board edge connectors and reseated
them but that did not resolve the problem.
