  Subject: SERIOUS FRAUD WARNING - TO ALL PREMIUM-RX MEMBERS, PLEASE READ 
  Over the past three years the Premium-Rx List has attracted an individual that according to many of our members, has questionable business ethics.

  We have experienced numerous encounters with this individual who has, on three known occasions, joined our membership under a variety of aliases and email addresses. On each occasion, concerned members have notified us of the person's true identity, resulting in our unsubscribing the individual. Even though we think we have eliminated this person for the last time, individuals like this can continue to monitor the List through the archives. We could make the archives non-public, but we think that would be a disservice to the many people out there who have legitimate interests in our discussions, but who don't qualify for membership. 

  Because this is a continuing challenge for us, we thought it was prudent to WARN you of the situation. Rather than name names (at the risk of falsely accusing anyone) here is the pattern: A List member posts his desire to buy a high-end radio. The List member then receives an off-List response by someone claiming to have the radio. A price is quoted and pictures are often provided. According to a number of our members who have been involved with this individual, there is some doubt if the radio is in fact available, and doubt if anyone sending off the money will ever receive the item as photographed or the return of their money. 

  The person offering the radio usually doesn't have a North American ISP and the offered radio is usually a non-US high-end make such as Racal, Telefunken, Siemens or the more unusual European makes.

  We have attempted to combat individuals like this in the following two ways: 

  1. Approximately four months ago we started requiring prospective applicants to provide us with traceable identification such as an address, telephone number, call letters, names of other recommending members, etc.  We have experienced total cooperation from those applying, and are happy to report that traceability has thus far been 100%.

  2. Since only full members can post to the list, we thought it would increase the safety level of buying and selling equipment IF we opened the List to FS and WTB items. This was proposed to the membership last September, and was overwhelming approved.  It was our desire that such posts, sent to the List by List members, generates a higher probability of being fair and honest than those being offered by OFF-LIST unknown individuals. 

  Jan and I have deliberated about posting this information. We do not want to create an atmosphere of distrust or fear in the sharing of information or exchange of hardware. However, it is obvious that the List represents a high level of technical talent as well as financial resolve, and as such will attract those that may not share our sense of membership and trust.
