Gary, time for some serious DFing to localize the source.  First thing I'd 
do, is to pull out a cheap little battery portable.  Turn off the power in 
your house and ensure it's nothing within your own home, just in 
case.  Then start walking around the neighbourhood.  Fully depress the whip 
if necessary and see if you can localize the problem.  I'd love to hear 
your results, as more and more of us are having similar 
difficulties............Walt.
