[Premium-Rx] Proposed Policy Change for the Premium-Rx List

I think the proposed rules are sensible.  I've received some great help 
finding a few things from people on the list at fair or better prices, and to the 
extent it encourages neat stuff to pass among people that appreciate it, think 
the rules represent an island of sanity in a Bay of profiteering. Not a dig at 
anyone listing anything on Ebay - I just think if you list it there and think 
you need more publicity on this list, you are more interested in driving up 
the price than altruistic notice.....Cheers, Scott
