[Premium-Rx] PROBLEMS-WJ8617B-S1

I want to get some input to the direction I should take in repairing this radio. No intensity on the monitor. Not sure where you can get to the high voltage from the top of the radio. + - 15 volts is there. The 3AP1 is filament is lit.
Front panel is locked up on 138mhz when it's powered up. No other button changes, when pushed, except one button, Rem.
