No Hank, the woodpecker was very well known to all SWL/DXers in the 
80s.  The transmitters were DF'd to Ukraine, if I remember 
correctly.  Presumably, there must have been more than one site to cover 
the USSR.  Both Australia and Canada now have OTH radar both in the works 
(a site is planned for the west coast of Vancouver Island, for example) and 
functioning (Australia).  As for the latter, it's been widely heard as a 
sweep frequency "swoosh".  Please correct me if I'm wrong.........Walt.
