There is one option that will really reduce file size and that's a 
compression format called djvu.
It's a bit like pdf in that it's intended to create a complete document file 
but file sizes are much smaller and it's the only thing I've seen that will 
compress a jpg file even further.
It needs a special reader but both that and the creation tool are free for 
personal use.
BAMA, the Boat Anchor Manual Archive, has been using this format for a while 
and some quite large complete manuals there are now only about 1Mb in size.
