[Premium-Rx] need help to identify a chip

Hi,
    among some stuff from a SK auction, I have bought a small diecast box, in 
and out BNC connectors, power in, (no voltage so I want to try to find it 
rather than fry it) inside a small PCB with a few components and a 14 pin DIL 
chip with the markings A1-5190-2, under that is 7947 which I assume is a date 
code, and the HARRIS logo, can anyone help me identify the chip, many thanks,
