Thought I'd follow-up on this.
I got my last/current one (old style green) back in '98. And I went
through the office NW corner Research and Union. The person knew what
they were doing.
If it were me, going for my first one, I'd go into the office of my
choice (the one mentioned seems big enough to have SOMEone who knows
what to do!), carrying a printout of the info below, from their web
site. It does show the specific Colorado Revised Statute to show to the
clerk. Although I'm sure you can get away with just the "Reference Copy"
of your license, I'd suggest having a printout of the "Official Copy" of
your license, obtainable at

If the clerk acts at all hesitant or shows that they don't have a clue,
ask them to check with their supervisor to help them through the
process. Every year, for each registration, they charge us a $4.00
"Clerk Hire Fee" so it oughta be good for something!

Available For: Passenger cars, trucks that do not exceed 16,000 pounds
empty weight.
Who Qualifies: Any person who has a valid, renewable amateur radio
license issued by the Federal Communications Commission.
Requirements:
A copy of the person's amateur radio license and form DR 2810.
Fees: Annual fee of $2.00 for personalization, in addition to other
taxes and fees.
MUST be Personalized: Personalized license plates. (This just means that
it needs that call sign.)
