[PPRAANet] Amateur Radio Balloons

I get emails from all over.  Someone sent me an email opining that one 
of the balloons shot down over Canada was K9YO-15, an amateur-radio 
experimental balloon.
I'm skeptical, because it looks like this this balloon is just arriving 
over Alaska, as of yesterday afternoon.

have circumnavigated the Earth.
