[PPRAANet] Weather net

In talking to Pueblo weather today, they have decided for us to start the
daily weather net on May 15th. We'll take a few minutes to explain some
things we want to see from everyone (how to check in and what to report) on
the 15th and will be discussing the weather net on the ARES net on Apr
25th. I'll be monitoring the .345 repeater on May 1 and 2 in case someone
doesn't get this message.
