Josh with Ham Radio Crash Course did a fantastic YouTube video on this over the weekend. I highly recommend giving it a watch.

Subject: [PPRAANet] Amateur radio in Russian military?
Twitter reports from various sources are suggesting that the Russian army in Ukraine is using analog amateur radio equipment for their tactical communications because their secure radios require 3G wireless connectivity—which they have demolished! WebSDR receivers in Western Europe monitoring army signaling in the clear.
Rumor-grade information but fascinating if true!
