The Commercial Power Companies can buy all kinds of detectors, including UHF yagi types.

The cross arm support brackets around here have been changed to wooden braces so
this exact problem may have been corrected.
The HV Field surrounding the power lines was inducing enough voltage into the bracket to arc to the bolt. The old steel brackets were just like a 2 meter half wave antenna.
