[PPRAANet] New WIRES Link on 146.420

As part of the CCARC Frequency Coordination Committee, I'm looking into the
WIRES link on 146.420 MHz.  We all agree that this node needs to change
frequency, since it does not conform to the CCARC Frequency Use Planfor 2
Meters.   The easy solution is to move it to 146.415, but I want to make
sure we only have to request one move.  If this WIRES node is moved to
146.415, would it solve the problem (and not create another?)  Wires uses a
12 KHz bandwidth as opposed to a 16 KHz bandwidth of conventional FM, so
fitting it into this 15 KHz splinter frequency does make sense.

I'm looking for your comments.
