Are you looking at doing HF or VHF/UHF?  Most of the Winlink modes support the use of soundcards like the SignaLink. Unless you are trying to operate a Winlink HF gateway, computer control of the radio is not necessary.

I have been curiois about winlink, but have had issues with finding the correct equipment to connect TW-4100 to laptop, let alone the TS-520s.  Any ideas?

Winlink is a common data communications system which is used a lot by sailors and for emergencies/disasters, but also by folks out camping, just for general messaging, etc..  Using it is a lot like using email.  It allows for Peer to Peer, Internet gated, or RF only message relays and can even gate to normal email addresses.  There are several Winlink gateways in our area, including HF, VHF, and UHF gateways.  As of last night, I had at least two hurricane related messages come through my amateur radio gateway in the last week. Overall, last week my gateway saw 32 connections and 28 messages from 16 stations around the US and Canada. A quick look-up indicates I had radio connections from AL, AZ, CA, CO, KS, MT, NC, NV, OH, TX, UT, WI, and Ontario - Canada.

The article in the link had been listed on the Winlink main page for a few days, but the listing was taken down a couple days ago. The file still exists on the Winlink servers, so you can still get to it, but there is no link to it from the Winlink site itself.  There are a few possible reasons why they may have pulled the listing from the site, most likely because of errors in a hastily drafted post.
The ongoing discussions between the ARRL, FCC, and a couple people filing complaints are of great concern to anyone who runs any kind of data mode and even digital voice mode.  This has been going on for months.

Just like with the previous concern about the 2 meter band proposal made by France, this and other issues are things which we should pay attention to, but be careful -- many of the claims some people make are poorly researched or misunderstood. Sometimes finding out the truth can be difficult.
