[PPRAANet] low-level interference on 146.46?

Jim,
I am hearing the signal clearly at my house on Monument Hill. It is an
FM signal that IDs with CW audio as K4RTV/L.
There is sometimes FM voice traffic on it...I heard a voice ID said
something about Echolink.
I am going to guess that this is an Echolink node, and /L means link.
I'll try to listen more.
