[PPRAANet] KB0SRJ on 446.000 ?

For the past few days some one has patched KB0SRJ on to  446.000.
I heard the CW ID and got a bearing.
When you transmit on 446.000 w/o PL you get a hiss noise or a
carrier and a beep tone.  446.000 is now linked to  448.450.
To: Who ever is doing this repeating...
There are 500 other frequencies you can jam out.
Please switch your repeater off the simplex frequency.
