FOR WIDEST DISSEMINATION IN TELLER AND EL PASO COUNTIES - PLEASE SHARE
The American Radio Relay League (ARRL) encourages all amateur radio operators to participate in a Simulated Emergency Test (SET) at least once a year. Though SETs can be held any time of the year, the ARRL sets aside the Saturday of the first full weekend in October as a suggested date for the annual SET.
The Colorado Section has published their Incident Action Plan framework for the state and is asking all Amateur Radio operators to provide status of infrastructure reports to their city or county Emergency Operation Centers/Emergency Coordination Centers (EOCs/ECCs). These EOCs/ECCs will consolidate the reports and forward them to the Colorado State EOC.
In Teller County, the EOC will be manned by Amateur Radio Emergency Service (ARES) operators to take your reports via the Mountain Amateur Radio Club (MARC) repeaters.
In Colorado Springs and El Paso County, the city EOC and county ECC will be manned by ARES and Special Communications Unit (SCU) operators to take reports via the Pikes Peak FM Association (PPFMA) 146.970 MHz repeater and the Cheyenne Mountain Repeater Group's (CMRG) 147.345 MHz repeater. These are the main repeaters we would use in an actual disaster or emergency.
The SET runs from approximately 0800 to 1600 local time, with the city EOC open from 0900 to 1300 and the counties from 0800 to 1400.
Real world emergency or priority traffic has precedence. Routine real world traffic will be accommodated as much as possible.
Unless otherwise directed, all reports will be real world, no simulations.
We are looking for the status of the following areas:
- Power
- Water
- Sanitation
- Medical
- Communications
- Transportation
All reports shall indicate that the reports are exercise traffic by including the phrase "This is an exercise" at the beginning and end of the report.
When making a report, please indicate if you live in Colorado Springs, the balance of El Paso County, or in Teller County. The Tactical Call-Signs for the EOCs/ECCs will be:
"Teller EOC"
"Springs EOC"
"El Paso ECC"
Remember to clear with your full legal call sign when you are finished.
Example:
Reporting caller A0BCD: "A 0 B C D" or "Teller E O C this is A 0 B C D."
Teller EOC (K0FG operating): "Teller E O C."
A0BCD: "I have an S E T input" or similar.
Teller EOC: "Go with your input"
A0BCD: "This is an exercise. I am in Woodland Park in Teller County. All infrastructure is fully functional at this time. This an exercise. A 0 B C D."
Teller EOC: "Thank you for the report A 0 B C D, the time is 1015. K 0 F G."
