[PPRAANet] Win 8 and Win 20 echoing fix

Tried again, no acknowledgement nadda! I don't know what's up!! WEIRD!!!
This is what I tried to post/ send to the reflector. I know the email addy is correct as I copied it directly off the clubs webpage! Also figured maybe, possibly somehow I got deleted or didn't sign up so when I tried to register I got an email saying I WAS already signed up!!
Twice now I've had to RE-INSTALL Win 10 after uninstalling EchoLink!!! I went to their web page to gripe BUT after reading this fingered out that it's called "operator head space"!! Military jargon we, in the Crypto Field, used for DUMB operators!! Copied this directly from the EchoLink website! Pass along to anyone/ everyone you know using WIN 8/ 10 and EchoLink!! In WIN10 if they try to uninstall it, it messes up the Start Menu button, the task bar and you CAN NOT open the Action Center where most setting buttons reside!! Everything else,
all installed app's works fine!!! Thank God I know how to reinstall WIN 10!! No sure how it affects WIN 8!
Ironically it ONLY affects the user account where it's installed, other accounts will function at 100%!! ??? Why
did I want to uninstall it?? It got quirking and I wanted a "clean" install of EchoLink!! Hindsight is 20/20!!
