Paul,

Thanks for going on the hunt. Good luck.

Here's what I have found by monitoring the signal from Monument:

  * Received the signal with my 1200 baud packet station and it does not
decode anything. The signal does NOT sound like amateur packet.
  * Received the signal with my P25 scanner and was unable to decode any
audio. To my ear, the signal does sound a lot like P25 digital but
    that is only speculation.
  * Received the signal with my Yaesu C4FM transceiver and was unable to
decode anything. It does not sound anything like C4FM / Fusion.
  * Monitored broad sections of spectrum (150 to 1000 MHz) looking for a
signal that comes up when the signal is present on 146.52 MHz. No
    luck at all.
  * Received beam headings from a number of hams...kind of points in the
very general direction of Cheyenne Mountain from Colorado Springs
and Monument but no real conclusion is possible from these reports.
Paul's on the ground DFing will tell us a lot more.
  * The repetition of the signal seems to decrease in the evening hours
(like only one per hour), increases in the morning (once every 5
    minutes?).
  * I did hear a short snippet of audio morse code mixed in with the
digital signal, several times now. Very short, heard only a couple
of characters (think I heard K and N).
