John,

On your lack of power from your backup Icom 706,  connect a known good dummy load straight to the antenna connector.  Change the mode to something like FM or RTTY/data.  Try a straight key in CW.  If you have power out on those modes then go back to phone and check mic gain and processor.

Finals usually don't fail while the rig is in storage.  But if they do fail in storage there probably will be no smell or visible sign.  While inside the rig check connectors and fuses, if any.
