[PPRAANet] [Gmc] Shocking UPS Package from ARRL

    The person at ARRL responsible for getting awards out was not 
keeping current and is no longer there and others are catching up and 
I've recently gotten a few certs up to 2 years after the event. It used 
to be fairly common for CQ to send out stuff 2-3 years after the event 
but they have been current in recent years.
