[PPRAANet] Noise on 146.970

I’m curious about the noise on the 146.970 repeater. It comes and goes, as if someone is trying to use it with enough signal to key it but not enough quieting to be readable. Is it that, or is there something else going on with it? I know there have been troubles with it for a while.

The reason I ask is that I have been trying to monitor this repeater on a more constant basis, and it’s not practical with the noise. Just trying to understand what is going on.
