[PPRAANet] JT65 / 9 / noise help

If anyone can provide help, or guidance, to resolve an issue I am having, I would greatly appreciate it.  I cannot decode ANY signals in JT65 or JT9.  I can see traces in the waterfall.  If I put on my headset, I can hear them.  Herein lies the issue I think.  They are buried beneath S9 noise.  It is horrible.  Band does not matter.  I've tried 10, 15, 17, 20, 30 and 40.  The noise is on them all.  BTW, I am running an Icom IC-7200 through a MFJ-993B tuner into a GAP Titan DX antenna, no amp.  Suggestions, or advice would be greatly appreciated.
