Pam, keep in mind that the screen setup charge(s) is NOT per item.  Art work 
charges and screen charges are necessary to do the job.  The artwork charge 
is $20 whether there are 12 names/calls or 150 name/calls.  Then, all of 
those are place on ONE screen.  So the Total additional charges above the 
$8.75/$8.50 would be divided by the number of hats orderes.  So, if there 
are 30 hats ordered, the cost per hat would be $8.50 plus $1.16 or a total 
of $9.66 per hat.  To make it more appealing to club members, maybe a motion 
could be made for the club treasury to pay the art/screen charges.  There's 
certainly enough money in the treasury.
