Various Reflectors --

Specialty license plates (those under discussion) fall under 

Colorado Statute 42-3-213. Special plates

Amateur Radio Callsign Plates fall under a different Colorado Statute:

42-3-210. Radio and television license plates.

They are referred to as such -- there are other categories like "Personalized Plates"
"Optional Plates"
"Special Plates"

The category they are discussing involves the "Special Plates" -- Radio and Television license plates do not fall in that category, so as I interpret it, are not endangered.
