[PPRAANet] Raffle ticket sales through the mail

I was asked the other night at the Christmas party about rules pertaining to 
the sale of raffle tickets through the mail, whether we can do that or not. 
I'm told that it is illegal to do that, and the Colorado Sec'y of State's 
office quoted me these laws as the source.



Title 18, United States Code



Section 1301. Importing or transporting lottery tickets



Section 1302. Mailing lottery tickets or related matter



I haven't had much time to look into them to read the details or see if 
there are exceptions.  But for now, unless someone can demonstrate otherwise 
and the CO SOS were to agree, we can't sell raffle tickets to anyone via 
mail.



But otherwise any club member (ONLY club members) can sell raffle tickets to 
anyone who is at least 18 years old, whether it be at another hamfest, 
another club meeting, or anywhere else, as long as it's in person.

The hamfest will be on July 18, 2009, and the raffle drawing will be at 
noon.
